Heriberto Félix Guerra
Social Development Secretary
Was born in the city of Culiacán, Sinaloa and obtained a BA in Economics at the Instituto Tecnológico y de Estudios Superiores de Monterrey.
He has helped set up several firms in the construction, real estate and gastronomic sectors. He has also played an active role as representative of the Sinaloa Businessmen's Council, President of Canacintra Culiacán and National Vice-president of this organization.
In public administration, he served as Secretary of Economic Development of the Government of the State of Sinaloa from January 1999 to May 2005. He also founded the Mexican Association of Secretaries of Economic Development (AMSDE) of which he was appointed president.
He has been a member of the Presidential Board for Entrepreneurial Competitiveness for Micro, Small and Medium Businesses, as well as of the Inter-Secretarial Group for the Promotion of Investments and Foreign Trade.
He was gubernatorial candidate for the State of Sinaloa in 2004 and in 2006, was elected senator for his native state.
In December 2006, he was appointed Under-Secretary for Small and Medium Businesses of the Secretariat of Economy by federal government, where he created and implemented the Integral model of Business Promotion “Doing Business in Mexico” to deal with the sectors of New Entrepreneurs, Micro businesses, Small and Medium Businesses, Gazelles and Tractors.
In December 2009, he was appointed Secretary of Social Development by Mexican President Felipe Calderón.
As the head of this department, he has strengthened strategic programs such as Oportunidades; promoted alliances with Civil Society Organizations and the business sector to increase civic participation in social policy. He has invited the authorities from all political parties and orders of government to join forces within a State Social Policy to work to eliminate extreme poverty.
